New Drone bill

I really didn't think about it but seems like a good bill to pass. Florida is trying to pass a bill that keeps Child sexual offenders from owning or operating a drone near schools, playground or any areas that children are present. Makes good sense to me. What's your thought on this?

What the... I get the intent, but:

1) It's mostly unenforceable. There is no point of sale sex offender registry check. Unless this is going to be enforced by spot checks on convicted sex offenders, then I'm not sure how this makes sense from an enforcement standpoint.

2) Are sex offenders allowed to take photographs or video of any sort of children? If not, then why the focus on the drone aspect of it? It's a flying camera. It's already illegal to use it in that way, again assuming it is illegal for convicted sex offenders to photo/video children. If it isn't illegal, then why isn't it and why would it be okay to make drone flown camera use illegal?

All for protecting kids from evil people, but I'm not understanding this from a logical or legal standpoint.
