The 700 seems to over speed very easily.
Does this mean too high or too low gain?

Too low, so long as the over speeds happen simply by unloading the head after a high load situation, no high speed movement (dives, fff, etc.). If you're getting it as a result of converting kinetic energy to headspeed there isn't anything the gov can do about it.
