that's puzzling Derek was the motor stiff, loose connection maybe, try upping the min throttle slightly,

Nope...the motor spins freely and Im quite confident with the solder joints. Its just odd that all 4 motors spun on my desk and then motor 4 wouldn't spin at all when I tried to fly. Its frustratingly comical lol.

I did the accel calibration again, no change. motor 4 still won't spin up. I can twist it with my fingers and it moves smoothly...just not under power.

Derek couple of things
Change Pam frequency/ damped from high to damped light,
Then tweet your limits ppm min to 1044 and ppm max to 1972
Then write setup
In configure screen having a value above 1950 causes issue so lower the max throttle down to that.
For testing I would suggest you utilise the spin motors on arm as this will give you a quick reference without needing throttle input,
Don't know if it will help but the settings do need to be changed anyway,

I don't understand what you mean when you say, "...utilize the spin motors on arm". Can you clarify that for me?

Motor_stop uncheck that slider, then when you arm the quad the motors will spin at idle, that way you can ensure that all your motors are working correctly before trying to take off or throttle up,
as you got it arming on a switch your muscle memory and speed to disarm in a crash will be ok and you need the motors spinning on arm to use airmode.

changed the limits to 1044 and 1972
lowered the max throttle to 1950
unchecked the Motor Stop
Now, motor 4 still does not spin. the other 3 do spin but when I get to low throttle, its like there is an active brake because the motors come to a stop instead of freewheeling to a stop.

Can you change motor 3 and motor 4 plug around mate and test it with props off, hopefully it will swap the issue,

Sounds like an esc issue:( i would do like Kev said and swap to see if issue moves or stays with the motor to prove motor or esc.
You could also individually reflash the esc athat is not working, compare the settings on BLHeli first:)

On the pins on the naze board, I swapped number 3 and number 4. Number 4 motor did not turn (while being connected to the third set of pins). So....kinda makes me believe that it's now a motor issue. It's gotten late tonight so I'll mess with it tomorrow. Number 4 motor is a clockwise turning motor and I think I have a spare clockwise turning motor.

Can't sleep, so I went out to the garage and found my spare CW motor. I removed the number 4 motor and soldered on my spare. Powered everything up and motor number 4 doesn't spin. This leads me to believe that its now an esc issue...possibly something is wrong with the Naze32 itself. I dunno. This being the case, the ZMR is gonna have to go on the shelf for a bit until I can order new esc's...and a new Naze32, if need be. If I have to order a new Naze32, that will be something new to me (maybe) because the place that I buy my quad stuff from only has the Naze32 rev6. The two Naze boards that I have are rev5.

Derek if you have to go for a new NAZE don't go for the rev 6 it has an mpu6500 chip and is prone to noise lots of people having issues with boars with this chip, better to go for something like the seriously dodo from RMRC or the new foxeer f303 board,
does now seem like a failed esc, as it should have worked when swapping the channel, check the esc connections and signal wire for any breaks firstly I would.

just plug the esc and motor into an RX and test it independently of the FC board.
This will tell you for sure if its the ESC, motor, or FCB
Thats how I discovered I had a duff ESC.
